Private operators plan to still invest R$20 billion in terminals under concessio

Sum include post-World Cup expansion plans for Guarulhos, Galeão, Brasília, Confins, Viracopos and São Gonçalo do Amarante; regional airports will receive over R$7.3 billion

The six Brazilian airports operated by the private initiative  

plan R$26 billion investments in the next decades, out of which part has already been made to meet the World Cup’s needs. To that we have to sum up R$7.3 billion promised by the Federal Government to remodel and increase regional airports – while air tickets to those destinations will be subsidized to make them cheaper to users.  

 

Guarulhos

 

The International Airport of Guarulhos Andre Franco Montoro, in São Paulo, has a R$2 billion investment plan to be implemented until the end of the concession, a little more than half the amount planned for the whole period (20 years), totaling R$4.5 billion.

 

Part of the expansion work has already been delivered by the operator (GRU AirPort) in May, including a new exclusive passenger terminal for international flights and connections (T3), with R$2.5 billion investments. The structure is 192 thousand m2 large, which has doubled the total area of terminals to 387 thousand m2, in addition to increasing the movement capacity of the airport from 12 million people/year, to a total 43 million passengers/year. Since the concession, the number of parking spaces has grown from 3,900 to 8 thousand, and the number of positions for aircrafts in the yard has increased from 61 to 108.

 

Rio de Janeiro

 

At the International Airport of Rio de JANEIRO/ Galeão Tom Jobim the operator Rio de Janeiro Airport has a R$2 billion investment plan to be implemented by April 2016, on time to assist the audiences of the Olympic Games, increasing the compound’s capacity from current 17.3 million passengers per year to 20 million per year. During the whole concession period (25 years), investments will sum up R$5 billion.

 

 

The full project contemplates the construction of a new building next to Terminal 2, 26 new boarding bridges (today there are 23), 68 new check-in positions (from current 227 to 295) and 47 new positions of aircrafts (increasing the number from 50 to 97). The aircraft yard will be increased to 500 thousand m2 (80% larger than currently), and the parking lot will receive 2,765 additional parking spaces, increasing the number to 7,049 

 

Brasília

 

The International Airport Juscelino Kubitschek, in Brasilia (FD), has a R$2.85 billion investment plan for the 25 years of concession, which will increase the movement capacity of the compound from current 25 million passengers/year to 41 million passenger/year.

 

In May the operator (Inframerica Consortium) delivered the first phase of the expansion construction work worth R$900 million, increasing the number of boarding bridges from 13 to 29 – which has increased the terminal’s capacity from 16 million to 25 million passengers/year. The terminal’s area is now 45% bigger, growing from 60 thousand m2 to 110 thousand m2. Landing and take-off runways have been remodeled and increased, summing up together 300 thousand m2.

 

Belo Horizonte

 

At the International Airport of Confins Tancredo Neves, in Belo Horizonte (MG), operator BH Airport has a R$3.5 billion investment plan for its 30-year contract, which includes the construction of a new passenger terminal, an additional landing and take-off runway, 14 boarding bridges and an increase in the parking lot’s area.

 

The program will increase the airport’s capacity from current 17.1 million passengers/year to 43 million passengers/year.

 

Other constructions are still ongoing under Infraero, such as the transformation of former General Aviation Terminal into a passenger terminal, making available an additional 5,400 m2 area, scheduled to be completed at the end of August. The increase in the aircraft yard (from 113 thousand m2 to 369 thousand m2) has been partially completed and is waiting to be homologated by the National Agency of Civil Aviation (Anac) – but part of the work, however, will have its schedule reset by the operator..

 

Viracopos/Campinas

 

The operator Brasil Viracopos Airports has a R$9.5 billion investment plan for the airport in Campinas (SP), to be implemented during the 30-year contract, divided into five cycles.

 

The first expansion cycle is ongoing with R$2.06 billion investments and its delivery has been scheduled to October. In this phase a new passenger terminal will be delivered with 28 boarding bridges, seven new positions for aircrafts to park and a garage building with capacity for 4 thousand parking spaces, in addition to an increase in the taxing runway. The other four investment cycles, worth R$7.46 billion, will enable an increase in the airport’s capacity to 22 million passengers by 2018, to 45 million people by 2024, 64 million in 2033 and 80 million by 2038.  

 

São Gonçalo do Amarante

 

The metropolitan region of Natal (RN) has received a new airport compound in May, the International Airport of São Gonçalo do Amarante, the first concession of the Federal Government disposing the construction and operation of a terminal. The investment, made by Inframerica Consortium, which has a license to operate it for 28 years, was R$410 million. With a 40 thousand m2 total area, 45 check-in counters, eight boarding bridges and a 850-parking-space parking lot, the airport has an annual capacity to host 6.2 million passengers. Until the end of the concession, the consortium will invest more R$240 million, totaling R$650 million.

 

Regional airports

 

Launched in November 2012, the Program of Investments in Logistics: Airports, has R$7.3 billion investments promised by the federal government to increase the network of regional airports in the country to be made in a total number of 270 airports. Investments are to be divided among the five Brazilian regions: R$ 1.7 billion to 67 airports in the northern region; R$2.1 billion to 64 airports in the northeast; R$924 million to 31 airports in the center-west; R$ 1.6 billion to 65 airports in the southeast and R$994 million to 43 airports in the southern region.

 

In July, the Department of Civil Aviation announced that as of 2015 the government will grant subsidies to airports with an annual capacity up to 1 million passengers, estimated at R$1 billion per year. The program still have to receive regulations by means of a decree this year, but in practice it means the concession of exemption of airport charges for flights with origin and destination from and to regional airports, in addition to subsidized tickets.
