Foi em 8 de junho de 1973, em plena vigência do regime militar, que o então presidente Médici promulgou a lei complementar número 14, que definia as bases daquelas regiões metropolitanas e previa, para elas, desenvolvimento conjunto mediante um planejamento integrado.
Quarenta anos depois, questões como transporte, habitação, saneamento básico e meio ambiente se aprofundaram e permanecem as incertezas quanto à capacidade de cooperação recíproca, entre os municípios, para que elas sejam resolvidas.
A revista O Empreiteiro lembra a data da criação daquelas regiões metropolitanas e analisa duas das mais importantes: as de São Paulo e de Belo Horizonte, que, juntas, somam 73 municípios e cerca de 25 milhões de habitantes.

Metropolitan regions: 40 years facing problems never solved
The first eight metropolitan regions in Brazil – São Paulo, Belo Horizonte, Porto Alegre, Recife, Salvador, Curitiba, Belem and Fortaleza – celebrate in 2013, 40 years of their official creation. But they continue suffocated by structural problems that have never been solved.

It was on June 8, 1973, when the military regime was in full force, that former president Medici published complementary law no. 14 defining the bases of those metropolitan regions and disposing their joint development by means of an integrated plan.
Forty years later problems such as transportation, housing, basic sanitation and the environment have deepened and uncertainties remain as to the capacity of reciprocal cooperation among the cities to solve them.
The O Empreiteiro magazine remembers the date of the creation to those metropolitan regions and analyzes two of the most important ones: São Paulo and Belo Horizonte which together have 73 metropolitan areas and about 25 million inhabitants.
